GET /api/v1/cities/{slug}/education-stats

Education statistics as a time series (Wegweiser, Tier A)

33 indicators: school leavers by qualification, transition rates, apprentices, training places, participation in further education. NOT to be confused with education, which serves OSM school locations as POIs. Partial coverage: 70 cities; the 14 cities that are part of a district are missing (the source publishes education data from district level upwards). Every metric carries its TIME SERIES plus latest_year and latest_value; years without a value are absent from the series (never an invented zero). Toggle off -> 200 source_status="disabled"; no snapshot or an empty year window -> 200 source_status="not_ingested".
