What the MCP tool does

With resource='parking' the tool returns a city's parking facilities with capacity, free spaces, occupancy and time of measurement. The assistant can answer where spaces are free right now and state how old the reading is.

Most cities report every minute. Every response carries the measurement time, so the assistant can state the age of the value instead of hiding it.
Which cities are included?
All cities with an open parking data interface. For cities not covered the tool reports this honestly instead of returning an empty list as a result.
